Since January of 2002, Benchmark Office Systems has been certified as a Woman-Owned
Business Enterprise (WBE) and as a Disadvantaged Business Enterprise (DBE). The
Disadvantaged Business Enterprise Program is primarily funded by the United States
Department of Transportation. Its goal is to ensure nondiscrimination in the
award and administration of federally assisted contracts. This goal is enforced
on a federal level by assigning state quotas for DBE participation in federal
contracting. To meet these quotas, government agencies favor DBEs and organizations
that support and partner with them when making procurement decisions.
In New Hampshire, the DBE program is administered by the New Hampshire Department
of Transportation (NHDOT). The NHDOT ensures that all prime contractors and consultants
demonstrate good faith effort in soliciting quotes/bids/proposals from DBEs.

In Massachusetts, the DBE program is administered the State Office of Minority
and Women Business Assistance (SOMWBA). SOMWBA is an agency within the Commonwealth
of Massachusetts helping promote the development of business enterprises and non-profit
organizations owned or operated by minorities and women. According to the SOMWBA
website, the Commonwealth of Massachusetts spends more than $4 billion each year
doing business with firms and more than $240 million of this amount is targeted
